Generative-AI disclosure is easy to treat as a store-page task. Valve’s current Steamworks Content Survey shows why that is too late: the survey asks about content that ships with the game, content generated while the game runs, and the safeguards applied to the live system.

That makes disclosure a production-control problem. A studio needs to know what entered the build, where it came from, what a player can receive, and whether the store description still matches the product submitted for review.

The two categories Valve describes

Steamworks separates generative-AI use into two practical groups:

  • Pre-generated content is created during development and ships for players to consume. Valve’s examples include artwork, sound, narrative, and localization.
  • Live-generated content is produced while the game is running. Valve says the studio must also describe the guardrails intended to prevent illegal output.

The survey is not a permission slip for otherwise prohibited content. Valve states that the normal Steam content rules still apply and that its prerelease review compares the answers with the submitted build and store page.

Build the ledger before the submission week

A small studio does not need a compliance department. It does need one shared record with enough detail to answer the survey honestly:

This ledger also prevents a familiar production failure: a prototype asset quietly survives into the release candidate because nobody owns the cleanup.

Four review gates

  1. Asset freeze: inventory everything the player can consume, not merely the files highlighted in marketing.
  2. Store consistency: compare the build, screenshots, descriptions, and survey answers. Do not promise a hand-authored experience if shipping content was generated differently.
  3. Live-output test: test ordinary, adversarial, multilingual, and failure cases. Record what the safeguards do rather than writing a vague promise.
  4. Change control: Steamworks says an approved survey may require Steam Support before it can be changed. Treat material AI changes after approval as release-management work, not a casual patch-note detail.

What this article does not establish

It does not decide copyright ownership, licensing, privacy, labor obligations, or whether a particular tool’s terms cover a particular production. Those questions depend on the assets, jurisdictions, contracts, and service terms.

It establishes a narrower operational point: if a studio cannot explain how player-facing AI content entered the product, it is not ready to complete the platform disclosure accurately.
